5.3L Chevy engine with the following serial no. on the upper left rear of the block just below the cylinder head 0223U2252865. Any way to tell what this came out of and the HP rating?

Generally .... the engine number will be always be stamped on the engine block just below the cylinder head. A number of Chrysler engines have it on the rear left side (driver side if not transverse mounted) ... but it can be on the front too. The key is to look right below where the head mates to the block. You may have to scrape/wire brush to see it. Attached video link shows on an older mopar smallblock engine.
Also ... depending on what you are looking for the VIN number (much easier to access) can tell a bit about the engine. In the series of numbers and letters, the tenth from the left in the VIN number denotes the model year and the eighth is the engine code.

Since its an 06, its located rear right side upper end of engine...if it was an 05 or older , its located right above the thermostat housing...I said the later because you will sometimes have the correct model year but the manufacture put in a previous model years engine depending on actual build date...
It is located on the drivers side of the engine. On the block ,below the front cylinder head. Theres probably an air/intake hose covering it from the air filter box. Follow the radiator hose on that side to the engine. Itll be to the left of the thermostat housing.
The first check should be done to the TAC module to make sure that none of the wiring near the Control Module is damaged due to chaffing. If the wiring and module appear to be in tact, the procedure below is recommended to correct the P1518 Condition/Concern: Customers may have a concern of lack of power and engine light on. DTCs set will almost always contain a P1518 and may contain any of the following (P1516, P2108, P0220, P0120, U0107). An improperly torqued TAC module ground may be at fault. The Ground is listed as G104 on TAC module schematic which is incorrectly labeled on SI document ID 855376. The correct ground is G103. The locator for SI states that G103 is located on the left hand side which is incorrect. However, there have been field reports stating that G104 has also corrected this condition. G104 is a horizontal bolt in the rear of the left head and extremely difficult to reach. G104 should also be tightened at the same time. There have also been field cases where ground G110 on the outer drivers side frame rail caused a P1518 code and an intermittent connection at splice 102 on the intake. All published SI diagnostics should be followed in addition to following the recommendation listed. Recommendation/Instructions: Tighten ground G103 located behind the right cylinder head (passenger side) just below the head and mounted into the block. The ground uses a 13 mm bolt head mounted vertically to the engine block just above the bell housing.

Drain the cooling system.
Relieve the fuel system pressure.

Start the engine and check for leaks.

If you change the head bolts that's the safest bet for trouble free operation. But, I've changed head bolts on Hondas for years and they never stretched. I know this is for a Kia. My best guess is that it's not necessary since the Chilton based manuals don't say to do this.
If the head is torqued down to specifications and it leaks, then I would say, otherwise. Even torque is more important than bolt stretch, especially if the bolts don't stretch so much that the head gasket can't be tight against the head and block.
NOTE
The 3.8L (VIN K) non-supercharged engine uses a two-piece intake
manifold consisting of an upper air plenum which mounts the throttle
body and a lower intake manifold assembly which houses the fuel
injectors. The 3.8L (VIN 1) supercharged engine uses a similar lower
intake manifold. The supercharger serves as the upper manifold. Lower Manifold
NOTE
Two bolts which fasten the lower intake manifold to the cylinder
head are accessible only after the upper intake manifold is removed.
These bolts are located in the right front and left rear corners of the
lower intake manifold. Remove the upper intake manifold to service the
lower intake. The 3.8L (VIN 1) supercharged engine uses a manifold
similar to the 3.8L (VIN K), but the supercharger serves as the upper
manifold.
Disconnect the negative battery cable.
On 3.8L (VIN 1) engines, remove the supercharger assembly. Please see the procedure in this section.
Remove the upper intake manifold using the procedure above.
Remove the EGR outlet pipe from the intake manifold.
Detach the engine coolant temperature sensor wiring harness from the sensor.
Remove the lower intake manifold bolts and carefully lift off the manifold.
Clean all parts well with degreaser, especially the gasket seal
surfaces on the upper and lower manifold pieces and between the lower
manifold and the cylinder heads..
Install new gaskets to the cylinder heads and new seals to the
engine block. Carefully lower the manifold into place. Apply
thread-locking compound to the bolt threads. Make sure to install the
two hidden bolts in the lower intake manifold. Hand start all bolts,
then torque evenly to 11 ft. lbs. (15 Nm). Follow the toque sequence,
starting in the center, then working outwards in a circle.
Install the remaining components in the reverse order of the removal process.
Upper Intake Manifold (Plenum)
Disconnect the negative battery cable.
On 3.8L (VIN 1) engines, remove the supercharger assembly. Please see the procedure in this section.
Tag for identification, then remove the right side spark plug wires.
Disconnect the ignition wires from the fuel rail.
Remove the fuel rail. Please see Section 5.
Remove the cable bracket from the intake manifold.
Remove the throttle body.
NOTE
Two bolts which fasten the lower intake manifold to the cylinder
head are accessible are accessible only after the upper intake manifold
is removed. These bolts are located in the right front and left rear
corners of the lower intake manifold.
Remove the upper intake manifold bolts and carefully lift the upper intake manifold from the engine.

Clean all parts well with degreaser, especially the gasket seal surfaces on the upper and lower manifold pieces.
Install new gaskets to the cylinder heads and new seals to the
engine block. Carefully lower the manifold into place. Make sure to
install the two hidden bolts in the lower intake manifold. Hand start
all bolts, then torque evenly to 89 inch lbs. (10 Nm). Follow the
torque sequence, starting in the center, then working outwards in a
circle.
Install the remaining components in the reverse order of the removal process.
