By stutter you presumably mean it misfires? Most hesitations and misfires by far are caused by an ignition problem - low output from coils, worn spark plugs and suchlike though bad injectors or low fuel pressure can play a part.

Every diagnostic process should begin with a thorough visual underbonnet inspection and a code read.

Identify cause of right rear wheel stuttering in turns (either direction) at low speed. No unusual noise.

Is your car a rear wheel drive? If so, the limited slip differential grease is low...if front wheel drive could be right rear strut/shock assembly is totally worn out...wheel bearing maybe, but usually makes a grinding noise...does applying the brakes affect this stuttering? Should be a free inspection at most quality repair shops...good that you notice this before it gets worse...

What could cause the car to stutter when under load going up hill.

It sounds to me like a passing gear issue. Or even and Over Drive issue. Try this to find out. When you put the car in gear, instead of O/D, try regular drive. If you have a push button O/D then deactivate it. If you only have Drive, then try shifting into 3. Run the car up to the same speeds you were having problems with. If you don't have the issues with the higher RPM's then it is an Overdrive/Highway gear issue. If it still stutters, then it could be a fuel delivery issue. Good luck.

Speedometer doesn't work and it doesn't change gears right

vehicle speed sensor on the transmission, it fails and the speedometer will not work, it could affect shifting because the computer does not know the speed you are traveling

My 2003 ford escape 6 cylinder has a rough idle at start, almost like when a vehicle runs out of gas and it also does it on inclines. Ive already changed the fuel filter. Thought it may be the IAC valve.

IAC yes it can but it would not affect high speed condition so let rule it out. A open PCV valve or rupture vacuum hose can do it but again it wont affect high speed (going on a incline ) so the only thing that can cause rough idle and drivablity on incline would be a misfire you will need to remove the (COP) coil on plug and inspect the boot area for any burn through or better yet clean the top of the COP. Then closely inspect the top and check for any crack at the expoxy (they have a tendency the crack) and that would cause the problem you are dealing with
