1st of all is the belt on? I'm not sure they had power steering. It may have been added later, check your fluid and belts. Does it have the weird doors? Hope you have a nice day Dennis and leave feedback.

That vintage you can use any standard transmission fluid or straight power steering fluid. The power steering system is not fussy, it just like to have fluid in it.

Check the power steering switch, located under the power steering pump. This problem will set a code 52 on a two digit code system, for the 2007 Lincoln Town Car.

It sounds like your power steering fluid is low or out. If not I would say the power steering pump is out.
