I don't see it listed as being ******* to tint your headlights on this State of Florida website but it also says that they must be visible from 1000' feet. State of Florida com Vehicle Guide
However, I have read several vehicle blogs from the State of Florida and most seem to agree that tinting is *******. It would be best if you contacted your local DMV and have them tell you what the law says and where you can find it in writing.
