Bad coolant temp sensor--makes ECU think engine is still cold so sends too long injector pulse flooding engine. Very common, and easy fix.
If it is truly flooded, one way to get it to start, is: Before turning on the key, push the gas pedal to the floor. When the key is turned on, the computer sees the throttle wide open, and goes into the "clear flood" mode. It does not activate the fuel injection until you lift your foot off of the throttle a small amount. Starting the car with your foot to the floor will work if the car is flooded. HOWEVER, do NOT leave it to the floor after the engine starts. This would not be good for the mechanical parts of the engine. As soon as it starts, lift your foot all the way! It should run, then.
