Just worked on my father's 2000 yesterday and figured out the only floor duct dumps all the heat in the passenger side floor board. I took a piece of 1.5" pvc pipe and notched it with the dremel tool, then took some HVAC Duct work metal tape and sealed the end of the pipe. I put the pipe so that it would duct out on the drivers side then taped it with the same tape up to the floor duct. once completed, I had about the same amount of air flow on both sides. He is happy now, his feet will stay warm.

sounds like it could be a mode door actuator problem which directs the flow of air in the heater case,

sounds like the crossover tube is off or theres a small fresh air flap door that could be off. look it over really good and let me know what you find.

If you hear clicking, the actuator has most likely broken one of its teeth. A common problem. You need to track down the noisy actuator. Depending on the location and function of the actuator they can be relatively easy to replace or very expensive(labor $). The actuators are cheap compared to the expense to install, in some cases.
