Replacing the are might have a "stop" on it, so I would start with the arm replacement. If it still does not park in the correct location, replace the motor would seem to be required. Can you hear the motor whirring when the switch is activated? VW makes the bracket that holds the window out of plastic. You cannot buy a replacement bracket, so most likely the window regulator is broken and it needs to be replaced.
