The enhanced ignition system used on all OBD II engines somewhat resembles the current distributor ignition (DI) system described in the ignition systems. However, the system has been greatly enhanced in order to make it compatible with the new OBD II regulations. yes it could be , if ecm fuse is good ,some trucks have 2 ecm fuse same panel , crank sensor will also cause this problem

Just to add to the previous post. The blower motor resistor is under the hood on the passenger side behind the battery.

it can be in one of 3 places on the pump in the filter or on the fuel injector rail if the filter has 3 lines on it then it is in the filter if it is on the fuel injector rail it is inside the intake but it is more than likely on the pump

I have a 1999 chevy silverado giving me error code p1351. I have replaced the ignition control module 3 times now and it keeps going bad again within 2 months. What could be causeing my problem?

Four digit codes are brand specific, in your case code 1351 means the computer is finding high voltage in the control circuit for the coil which does go to the ICM. The ICM grounds the coil like a set of points once did.
My guess would be a faulty coil or a ground connection somewhere. The coil may be grounding thru the ICM instead of thru the block. Or the ICM ground is not strong enough to carry the current from the coil.

I have a 1991 chevy s10 that i had to replace the ignition control module, was wondering if a bad voltage regulator might have caused the ICM to fail!!!!

I also have a 91 S-10 and have recently had to replace my ICM i really think that it's due to high mileage and just wore out more than anything else
