Do you know how to do electrical trouble shooting ?
who told you you had to remove an engine mount bolt. I replaced a serpentine belt on a mercury grand marquis and it i was just a matter of relieving the tension on the tensioner pully and positioning the new belt back on. I actually used my waistbelt(yes the belt on your pants) as a "rope" to pull the new belt up and over the last pully. it is easier when two people work on it but i was by myself. Your engine compartment should have a diagram of how your belt goes in case you forget to pay attention to that.
sounds like you have a short in the horn wiring or a bad ground wire these grounds are mostly located under the engine compartment near the back wall whitch is called the fire wall or beside the fenders
