From your description, I would say your power steering hose is leaking. A combination rubber and metal hose that goes from the pump (has a pulley and belt) to the piston on your front end. You've lost enough fluid that the pump runs out of fluid and is pumping air, which makes that noise. Buy some power steering fluid and add to the "full" line on the pump reservoir and take the car for service. If you ignore this, you'll be replacing the pump and may result in not being able to steer the car.
Its pretty simple repair, you could replace the hose yourself for about $50 but if you have to ask about this here... ?
Buy hose, with the car off, remove the old one off by unscrewing fittings on the ends, install new one, add lots of fluid, raise the front off the ground, start the car, turn wheel all the way left and right a few times to clear the air, drop the front end on the ground, check fluid level and check for leaks, done.
A shop will charge you about $100 for the hose and $100-150 to put it on.

Have the power steering pump checked , sounds as though that might be the source of the leak.
Fix leak, top up fluid, done.

the windstar is very common for leaking powersteering racks, one way to check is to squeeze the boot that goes over the inner tierod and onto the steering rack, if it is squishy you will require a new steering rack

If there is fluid in the pump and it makes noise, that may indicate that the pump is going bad. Some PS pumps just make noise. Ford pumps, for example make a lot of noise, and there is nothing wrong with them. If it's a squeal, it might mean the bearings in the pump are going bad.

Is the belt on the power steering pump tight or loose does the pump makes a huming noise when turning steering all these are causes of hard to turn steering belt need to be (tight) on pump and pump must not be huming when turning steering add fluid if needed and play with steering to see if help if not need to replace pump
