The "other" fuse panel is on the passenger side of the dash board, inside the vehicle cabin. Open the passenger door (the front one). Look at the END of the dashboard. There is a little plastic panel which just pops out. You may have to give it a pretty firm tug, but it's just a snap-in piece. No tools required. Pull that panel off and there's your second fuse panel.

if it is a fuse u would have a fuse compartment inside the vehicle under drivers side schinn pannel or one the kick panels or right where the door closes to the dash and there may be a location under the hood it could be a relay or worst case the heating elements went out in them

The turn signal and hazard flasher units are usually located in the convenience center located just below the instrument panel on the drivers side. Replace the flasher by unplugging the old one and plugging in the new one. Confirm proper flasher operation.

might be under the hood there is a fuse panel under ther as well as the one under the steering wheel

not sure what you are looking for?? there is no fuel cut oof switch in these vans. Not factory anyway. if you could elaborate on what you are looking for and or why.
