It could be that your vehicle is engaging the "safe mode" upon restarting. Auto Zone and Advance Auto will perform a complimentary diagnostic check which will most likely identify the issue. The trouble codes are stored and may be retrieved even when your car is running okay.
This is a good indication of a bad ignition control module. The module is located under the coil pack (where all of your spark plug wires come from) and may be testable. Auto Zone says they can't accurately test this part but it is $100 to replace it.
Best thing to do is go to an Auto Zone and have them scan your truck for any DTC codes. Auto Zone scan free of charge, there is just to many things that can cause the engine issues your running through such as detonation during acceleration due to timing issues to lack of fuel pressure. Are you loosing power to the ecu when the car is shut down? most cars with an ECU that controls timing, fuel, or boost can be forced to relearn the car if the ECU looses power (called a "limp" mode). I'd look into this. Also are you getting any check engine lights? considering the description of the problem, this would help to diagnose. Try getting the car started and running normally, then turn the car off but do not kill the power to the car, just stop the motor from running...Fire the engine back up and try to give the car a good stomp on the gas and see if you get the same sluggish problems...my 2 cents... when is the ast time u changed the fuel filter? it should be done every 30,000 miles, sounds like yours is clogged. Yes Kragen and Autozone do the trouble code test free of charge, is the check engine ligh on?
