Odd experience: engine powered down going up hill, then almost stalled. PTO will not engage, now engine will not start or even turn over.

Odd experience: engine powered down going up hill then restarted when turning back; a minute later the PTO cut out and would not re-engage the blades. Ran it to the garage and shut it down. Then tried to start it and trouble shoot it. Started hard then died. now will not even turn over...checked the 20 amp fuses and they are ok. Bad PTO or PTO pump, can it affect starting as well? No idea where to start trouble shooting with all of these issues...Any ideas please?

Sounds like a battery problem. Either need a new one or clean the terminals. The power take off uses power to engage. It's an electro magnet setup. If you don't have enough charge in the battery, it will not engage and it won't turn over to start. There could also be a fault with the charging system not charging the battery.

I have a 2014 CTS. When traveling downhill with cruise control engaged, the car will downshift 2 or 3 gears causing the rpm to run up over 4000. Is this normal operation for these cars?

This is normal if you are going up hill but if you go down hill there should be very little work for the engine and transmission to do.
Going up hill as the engine starts to pull it is normal to kick into a lower gear to give the car more pulling power. If it does it in the down hill mode you should get it checked like low fluid or something.

There is no problem with the revs going to 3 or 6. The revs need to climb so you have enough power to climb the hill (if the car upshifts under heavy load it may stall). But are you saying that the only way you can get it to shift out of first is to turn off the car? if so, then that is obviously not supposed to happen. It should shift shortly after you start driving down hill.
