Do you mean a Lock-up torque converter ? if so yes ford made electrically lockable torque converters since 94 ( all torque converters are hydraulic activated ,lock-up is proformed using a electric solenoid ) , but only certain transmissions made by ford had them , decode your vin number on left corner of dash to determine if you have E4od transmission or 4a400 model these have solenoid
I ask this because to my knowledge only race cars use a LOck out converter (aka "transbrake") for very high hp startss

I think this is an electronic trans with no modulator. Overdrive is really not a gear but rather torque converter lockup. Torque converter may have completely failed.

You have front or upstrean O2 Sensors before the exhaust
converters & downstream or monitors in the converter outlets

You obviously have wires going to them

That component is an electric motor that controls the blend door. The motor has a male square shaped drive that fits into the female drive in the blend door. It is common for the blend door to crack. The motor can be easily replaced however if the blend door is broken you will have to remove the heater box. This means that the entire dash must be removed for access. I think mitchell book time on this job is around 7 hours.
