If its a factory item then it has a fuse in one of the fuse panels, under hood, under dash, on ends of dash, or even under the front or back seats. If its one someone installed then the fuse is somewhere in it's positive wire, stuffed under the dash or behind the console.
there are 2 fuses that go to the power outlet. the 15 amp power outlet fuse is under the hood in the bigger black fuse block left fender in front of the strut.....the other fuse is a 7.5 amp acc fuse that is located left side of dash on d-side area next to the door and usually there is an access panel or door to pull out and sometimes you have to pull the lower dash panel to get to the fuse block............i hope this is what you needed let me know if i can help any further..........good luck....
thier are 3 fuses that run you power outlets one is the cigar fuse a red 10 amp then you have the ACC fuse 7.5 amp brown and then you have the blue 15 amp power outlet fuse they are all located in the drivers side fuse box where you allready checked the cigar fuse
if from the outlet had power before and you used a test light to test for power . remove the barrel ( the front part of the lighter) in the dash using your thumb to turn it.On some vehicles they have an inline fuse not to far from the cig. lighter on the inside of the dash
