Sounds like the switch in the wiper motor has gone bad. You would have to replace the wiper motor to fix this problem. There are contacts inside the wiper motor head, when you turn them off it supplies power until the wipers return to the resting position and it opens the contact and then they stop. its the fuse inside the fusebox under the hood. the box is right in front of the battery. I had the same problem. 4 dollar part. look it up in the owners manuel and your good to go.
i belive that your wiper switch has gone out on the intermittent side. this is a very common problem.

I had the same problem 1998 ford ranger. left headlight very dim. right head light worked normal. pull back for high beam flash left dim headlight would go out. put on high beems left light got even more dim. trouble shot wires and replaced blinker/high low beam/whiper unit didn't fix. replaced headlight didn't fix. looked at wireing harnes connecter that conects to headlight bulb and center (black Wire) female contacts was open more than the others. (was making weak contact (ground)
FIX:::: SLIGHTLY BENT BLADE ON HEADLIGHT TO MAKE BETTER CONTACT WITH WIRE CONECTION WITH WIDER FEMALE CONTACT RECPTICAL. HEADLIGHTS BRIGHT AS EVER AGAIN. PS ALSO PUT DIELECTRIC GREASE IN CONTACTOR.

Check for blown fuses or go outside and turn the wiper on and see if you can hear the wipers trying to move. The bushings under the wiper arm might be stripped or not properly aligned. You might have a short somewhere also. Electrical problems can get expensive.

You don't have to put the wipers in an upright position You can take the arms completely off. It's very easy to do, when you are looking at the base of the wiper arm, on the side closest to the windshield, at the base, there is a spring-loaded tab. Lift the arm on its hinge to where the arm is now pointing away from the windshield, pull the tab and the wiper arm will slide right off. Now you can access the linkage joints easily.
