DID YOU SCAN the PCM first. if not, you will fail.
The clutch only engages when safe to use it.
there is the Freon R134a Highlow switch that will drop the compressor off line in a nano second.! speed of light. 90%
and a magnetic delay of 100 ms.
but there is the BRAIN, all modern cars (even old ones with AMPs)
drop the compressor for up to 10 or more reasons.

on the 2000 , the BCM and PCM both do this function , 2 brains.
no more AMP brains.

page8w-42 -3 shows this jeep clutch is relay controlled by
PCM only
but that is not true, due to networking,
the BCM and climate control modules talk to each other
and if the BCM thinks the blower is dead, the PCM does not engage the clutch, so to stop ICING of evap.

The A/C needs freon, has a relay in the power control box under the hood and a fuse. Check for voltage at the compressor first. If no volts, check the freon charge. You can briefly short the terminals at the pressure switch to see if the compressor clicks on. Also, switch the A/C relay with another to see if that makes a difference. The fuse is another place to check.
I think you mean alarm? I would look at the ac to make sure it has enough freon, the ac won't come on if the pressure is below a certain threshold. Also if you mean alarm won't come on too it might be a loose cable on the battery. I'd clean the posts and rewire it again.
