Take the blower motor out, power it and if it works then change the blower motor resistor. If the motor dosent work when powered then change the motor.
you may have had something fall down into the defrost vent and it has worked its way down and is blocking the air flow thats trying to come out the vents, near the blower motor.also does it sound like the blower motor is spinning on high speed or at a lower speed, you could have a slow turning blower motor.
You have to change the resistor (little box that the blower wires goes to) it is held in with 2 screws you will need the harness (($15) as the factory one was a defect and last you need to change the blower motor as the factory one draws too much power and burns up the resistor and harness..this is what i did on a 2000 grand cherokee with the climate control and it works great..I tried to fix the harness etc but it will still go out again if you do the above you will not have any problem with the blower working at random it will work better than new.I think jeep has retards for electrical people, has anyone had problems with the junky taillight assembly??
