There's a relay/flasher that sounds like it may be dying. There are actually two of these in your Cherokee - round plug piece about an inch tall that plugs into your fuse block.
The good news these are cheap (less than $10 online). I'd try replacing the turn signal flasher with a new one and see if the noise goes away.
I had that problem, it was the thermostat keeping the choke on when the engine was warm so when i hit the gas it would act like it was running out of gas.
It is not getting gas. Could be bad fuel pump,and most are now in the fuel tank.If it is the fuel pump and it is in the tank,this can be a fairly major expense.($400-$500)This is not an unusual problem,and many auto repair shops can do it.
