After sitting a hour or restarts with on problem, fuel filter replaced, fuel sensor replaced in engine block, passed smog easily.
The most likeyl cause is a faulty fuel pressure regulator, when the regulator diaphragm fails the vehicle is initially hard to start after sitting awhile, no fuel pressure bleeds down and needs to built back up before starting. An easy test is to removed the vacuum has at the regulator, if fuel is present, the regulator is defective.
It also could be Passlock shutting down the fuel system. This system will trip a timed security shutoff if it doesn't get the proper key info from the ignition cylinder. If this is problem you will notice a flashing security light in cluster. This will last for 12 minutes. Then allow another attempt. If this is problem then issues could be a bad Passlock sensor or processor. Sensor is part of the ignition barrel assembly with 3 wires on it. And processor is in the instrument cluster.

Sounds like a fuel pump. Try to fill up the tank. Should be alright until the gas goes down
