If your D16Y8 engine was running and then stopped after you took off the spark plug wires and distributor cap, there could be a few possible causes for the engine not starting now.
The timing may have been disturbed when you removed the distributor cap and wires, causing the engine to be out of timing. You should check the timing and make sure it's set correctly.

Your supposed to make a mark all that before you pull the distributor. Did you mark the relationship between distributor body and engine? Then you note where the rotor is pointing, make a scratch mark. When you reinstall the distributor, line up all the marks.
If engine was turned with distributor out, You need to put the #1 piston on tdc of compression stroke. Stab the distributor, which ever spark plug tower the rotor is pointing at/turning into, becomes number 1. Then you follow the firing order around the cap in clockwise direction.
moister in dizzy cap and sounds like it has a hair line crack try cranking it over in the dark when engine is warm you will see spark leaving the cap if its cracked when its warm the spark escapes alot easier and wont start.

There is a drain in the distributor that gets clogged up and holds moister under the cap.It is like a vent .So i would replace the cap and rotor and check the vent hole the will fix the issue :)
It should have an in line fuel filter, it will be located on the inside of the frame rail same side as the tank. Also it might have a hairline crack in the distributor cap witch lets moister get inside it and that will make it hard to start when its raining.
