2 systems dead head or loop and is key to diagnosis.
looking now.,
49.2psi is spec, +-5 page 2 (so pump is good) but?/...
it is loop but no fuel pump reg at rail.
that is rail pressure not anywhere else.
at 44 you key off the pressure must hold for 1/2 min. or you fail
leak down test, (injector leaks or check ball in pump)
if the check ball fails it will take many key on to get full pressure
2 or 3 second pump runs, each key:?
see why?> unplug injectors see if leak down passes/?
all filters and socks in take, below pump
so it fails leakdown
the only way to find this is to block rail input. line,
if it still leaks tank drops
if it stops the injectors leak (for all those reasons)
the tank regulator has its own loop return feed back
so the rail really is a dead head, with one line there.
There should be an external filter somewhere in the line from the tank to the engine. Have you looked carefully underneath? There should also be a sock or some kind of strainer/filter at the pump's inlet. It does sound like a clogged filter, that or a bad pump. the pressure should be there almost immediately.

check your fuel pump relay and your ignition switch those numbers you gave for voltage are not right, please recheck that you have a ground and 12volts at the pump while cranking please rate -jeff

You have a problem in the fuel pump relay circuit for sure then. I'm betting the relay, but it could be that dropping resistor.

2003 4.0 lt jeep rubicon hit a big bump and it stalled cranks over fine but not firing checked all fuses, ok. fuel pump not on , connect direct and it works but not with key. starts for couple secs. when put fuel in throd body. any idea why not starting?

Who ever thought of putting an electric fuel pump inside a tank of gas........
Check your other gauges for accuracy. They do that when a ground is loose.
Check the wiring from the fuel tank along the longitudinal frame for frays and shorts. Plugs are secured.
Under the hood, passenger side, check the fuel pump relay. Switch it with one of the others to test it.
Bring the vehicle to an auto parts store. Ask them to break out he code reader. Check for diag codes
