Sounds like a blockage or air lock in the cooling system! To bleed from cold, undo the expansion cap, select all heater controls inside to hot, start vehicle and let run until temp gets up and fans cut in, you should see air being expelled from expansion bottle if an airlock was there! Replace expansion cap and turn vehicle off! System is bled! When thermostat and water pump replaced this would have been done then right?
I agree with your logic. Attached vid addresses bleeding. Sounds like at low rpms, not enough flow to transfer the heat. So bubble or maybe a partially obstructed core. There are a couple of vids on clearing a core... GOod luck, let us know if you figure it out.
