It sounds like there may be an issue with the electrical system of your 2011 Jeep Liberty after the heater core replacement. Here are some things you can check to diagnose the problem:
Wiring: Make sure all the wiring has been properly reconnected and check for any loose or damaged wires.
Fuses: Check the fuses to make sure they have not blown as a result of the electrical issue.
Blower motor: If the blower motor is not functioning properly, it may be causing the issue with the blower speed. Check the motor for any damage or signs of wear and replace if necessary.
Electrical control module: The electrical control module is responsible for controlling the various electrical components in your vehicle. If it is not functioning properly, it may be causing the issues with the blower and the radio.
Radio: If the radio is only working on satellite, there may be an issue with the antenna or the connection to the antenna. Check the antenna and the connection to make sure everything is properly connected.

most likely its the blower motor unless it has a relay that you cant check you just have to replace it. sometimes you will have a few relays that are the same and you can use one just to see if thats the problem, but make sure its not one that controls anything major.
this sounds like the heater motor resistor has gone bad and needs replacing.this controls the amount of voltage that goes to the blower motor to give you the different speeds.if it was the blower motor it wouldn`t have worked on #4 setting before stopping.this us located in the air box as it uses the air flow from the motor to help keep it from getting too hot, usually in the area of the motor and has about 5wires connected to it.
