I replace the cluster but still didn't work
So does the Trip odometer work? Does the odometer work? If you answer is "sort of", does the odometer return to the same mileage every time your 2003 Saturn VUE sits overnight? The VUE has an all electronic odometer sensor that is in the transmission, so you may need to replace that. I also agree with JDCamped that those wires may need replaced, but the mice? I would think burned/shorted in a wiring harnes is far more common and you should see a "Check Engine" light. The cluster just shows the data from the sensors, if they are blank, then that is the cluster.
Samy look up location of the vehicle speed sensor will be on transmission somewhere, before buying a new one check as much of the wiring as possible.Sometimes a mouse or other rodent likes to get under the hood and chew on wires. If you don't see any bad wires and decide to replace the sensor take the old one with you. if it still doesn't work you may be able to get it to work by diconnecting the battery for 30 minutes which will reset everything. If the check engine light is on have that checked also

I had the same problem some time ago, lights would go on and off, odometer appeared to stop counting at times rpm gauge would work and then not... power steering would off and on work and head lights would blink on and off when in driving light mode (off position).. The fix for me was I had to have the dash computer replaced (about $500). After doing this around 50k miles ago all the gremlins seem to have remained gone.. Hope this helps

about $200 in parts,,,you can not do this at home,,,,,you need special tools to press yoke on and off and even then sometimes they bend,,,not a easy job,,,,,,i am a master tech and worked at saturn for 8 years and i hated doing these
