Possibly the master cylinder has the intake hole plugged or restricted, who knows why, maybe dirt, corrosion. I would replace the master cylinder. Another possibility may be a leaking master cylinder where it mounts to the vacuum brake booster, the booster corrodes by pulling in the brake fluid. Brake fluid being exposed to humid air assimilates moisture thereby rusting the booster. Replace both if the booster is wet or a rusty streak found below the master cylinder. Not an expensive fix.
Check ur master cilinder , a way to know if your wheels are free, jack it up turn the wheel by hand if not realese the bleeder on top of the caliper and try again if it is free probably u need to replace master cil.
