You can check the fuse, but the problem usually is the bulb or the socket contacts where the bulb plugs into.
Tag lights (license plate lights) are exposed to a lot of weather/road exposure and bumps/vibration, which shorten their life.
Rarely is a "tag light fuse" listed. The tag light is typically on a circuit with several other lights or accessories, and most commonly on the taillight circuit fuse, but not always.
Only a wiring diagram or a manual will be able to verify which circuit/fuse it is on, so you may have to check several fuses.
IF it turns out to be a blown fuse, your first step should then be to trace and identify the source of the electrical short (usually in wires by the tag light itself). Simply replacing a fuse is NOT a cure or a good 'repair'.
(As I write this, I have 2 tag lights out on my vehicle,, one which I verified is a blown bulb, and the other due to a badly corroded bulb socket)

There are 2 screws securing the plastic cover right above the tag on the bumper. Twist them open and replace the two bulbs inside. You may need to use liquid wrench to break the rust on the screws.

I had similar problem with my 97 sierra... I only lost 1 light, then brake lights stayed on all the time... turns out the "t" connector for the trailer harness under rear bumper was rotted inside...unplugged the 2 parts of the harness and pluged them into each other with out the "T" harness.... everything works great... If you don't have a manual, just get a test light, and ground it to your door hinge. At the back of every fuse, you will see part of the metal filament showing through. Touch your test light to each side of the fuse. You should have power to both sides of every fuse (when your key is on). If no voltage on one side, the fuse is burnt.

The fuse labeled REAR PARK LP 15A in the right instrument panel fuse box powers the rear park lamps, and the tag lamps. If your rear park lamps are working then you most likely need to replace the tag lamps (bulbs). Use the following procedure to replace the lamps.
