Where is the oil filter on a 1999 Chevy Express

From empty to full it’s 9 course but all u need is 4 cours to top off the oil pan

Plugs not good, bad spark plug wires, or no ground on motor.

bulbs might be blown

I don't use synthetic oil unless the owners manual requires it. Just my opinion, not trying to argue. I've been changing my own oil and filter ever since my first car, now I'm 70.
Check for proper oil pressure and oil fill level.

check to see if the fuel pump is getting power to it. if not it may be the fuel pump relay or fuse.

try to spray some carburetor cleaner inside where the air goes in the engine...it will clean the system and it might start...
press some gas when you try to start the vehicle...

Under your van on the passenger side just above the oil pan on the side of the engine block, bolts into the transmission bell housing, hope this was very helpful.

get into the oil change where it tells you what percent of oil life is left before change,then hold the reset button by the readout for 5+sec till it goes to 0 percent oil life use

Fuel Filters need to be changed EVERY 15,000 Mi and oil changes once a year maybe,maybe every two years
