Probably have to replace the fuel pump in the tank. Older pumps don't like running out of gas. You can hit the bottom of the tank in the middle with a piece of wood or a rubber mallet. This jars the pump. If it comes back on, you will still need to replace it.

Try replacing the fuse, on the 2004's the number 14 fuse supplies the sunroof and cluster (gauges), etc. Not sure if the number 14 fuse supplies the same things on your 2000 dodge but worth a try. If you have a manual it will tell you. This will more than likely be your problem if not let me know. To locate the #14 cavity remove the cover to the fuse box and look on the underside of the cover to find the location.

unscrew it out of the thermostat housing and screw a new one in. make sure cars not hot when you do this.

A code 455 most likely one or more of the following has happened
a loose or bad gas cap
a non-conforming gas cap
other leaks or damage pieces in the evap system
Inspect the evap system for cracks or breaks in lines listen for vacume leaks or strong gas fume smell and fix all lines you find that are damaged ..I know you say you put a new gas cap but make sure it a conforming cap..Hope this helps
