My 2009 Chevy Aveo will not start and I have also noticed that the radio, heater fan and the beeper for the key in the ignition are not working. The battery has a good charge
Not that savvy with the little Chevys, but on my 2010 Fusion, there's an accessories control module (I suppose it's an extension of the main computer). Anyway, this thing controls the windows, locks, radio, blower,everything not specific to the engine, and it has done this to me. Disconnecting the battery and waiting about 30 seconds before reconnecting seems to have fixed it (for now). I don't know if it's relays or what (not brave enough these days to rip out the dash and find this thing-LOL)
Sounds as if you may have blown fuses or stuck relay.

To open the fuel filler door, pull up on the release lever with a gas pump symbol on it. It is located on the floor on the left side of the driver's seat.
