It is very hard to turn, but it will come loose, a cut off allen wrench attached to a pipe works great, as there is no clearance to do it any other way. Have at it cause the allen bolt is pretty hefty.

What you are seeing is the water pump (often mistaken as an idler pulley). It is a very simple change. Remove the belt, loosen the two bolts on the water pump ("diamond shape with pulley on front"), pull the water pump out, and reverse steps. You may want to drain your coolant into a very clean or new bucket first or you will loose good coolant when you pull out the pump. Once water pump is in place, replace belt and your good to go. Tools needed : Belt removal tool or 3/8 inch drive/ratchet with extra long hangle or cheater bar, and i believe a 10 or 13 mm socket for the pump. NAPA carrys a lifetime warranty pump...i suggest it.

Just had ours fixed, look on engine side of firewall, if the outlet pipe in passenger well is a 3/4 inch long pipe projecting forward into engine bay with no tubing leading down towards the ground, the problem is water comes out trickles back with pressure in engine bay to foam seal under the pipe and enters footwell inside car.
Take a piece of rubber tubing and hose clamp it on and direct it down towards ground in engine bay and the problem will be solved!
We have gone from soaking carpet to no leak at all with this simple fix.
