Battery has been reconnected multiple times to try and reset the system. This hasn't fixed problem.
When you remove a battery cable, you loose
(all data) needed to diagnose vehicle problems
Your not resetting anything, your clearing needed
data & freeze frame data, at the time the fault code
codes were set & you loose all emission monitor data
95% of the time, if you have codes, you have not fixed the
problems or the MIL Lamp would go off on it's own

Here is the definition of the code in GM manual:
P0128 - Coolant Thermostat Below Thermostat Regulating Temperature, this indicates the engine is running cold, u need a thermostat
SOURCE: 1998 saturn sc2 P0303 code just came up. already
p303 is a cylinder 3 missfire I woul first check the coil and then the ingnition module, Then if this dont work you could have a bad injector. If after testing and still no fix you should check the compression in that cyl.

You should take the car to a local auto parts store and have them clear the codes. Some cars continue to show the error until you reset the system.

The coolant temperature sensor should be purchased at the Saturn garaged since a lot of the aftermarkets aren't compatible; however, with the key in run position, disconnect the connector at the CTS and take a jumper wire and jump the two ends across. At this point the fan should come on if it doesn't the computer isn't recognizing it. The wires would need to be traced to the PCM and make sure there isn't any corrosion there. If the fan does come on, you want to make sure that the connectors are good...they sell a connector kit ( $35)for this unit that has two connectors that crimp on, although I prefer soldering them together. If you use solder, don't use the acid core...this will cause you problems later.

You have done everything right so far. Sometimes water leaks out when the engine is hot and evaporates almost instantaneously, a classic point is the seal on the water pump pulley shaft. To find such a leak you need to pressure test your coolant system. The normal operational pressure of a coolant system is 7lbs/sqinch at running temperature. The pressure test will put in 11lbs/sqinch and then monitor this over some time looking for a bleed down due to the leak. If a leak exists to the exterior of the engine you should be able to spot the seepage. The next test will be to run the engine up to normal temperatures and to monitor the pressure, if the pressure jumps to 15lbs/sqinch when still cold then this indicates an internal gasket leak as exhaust gases are pushing out of the cylinder in to the coolant. One check to make is to remove the plugs one at a time and inspect them. Sometimes if water leaks into cylinder it has the effect of 'washing' the specific spark plug clean.
