Almost certainly under the hood, in a big black fusebox near the battery, Wendy.

Blinkers don't work at all. Where can I find the fuse or relay? I'm very frustrated. I need help.

Chris, fuse could be down under the dash to the left kind of near where your left knee would be when you are driving or under hood (engine compartment) in the fuse/relay center.
It could also be faulty flasher, wiring, etc
I will post some trouble shooting links for you.

No reverse lights on 1995 chrysler cirrus

The red-blue wire is a direct link between the relay and the lights, there is nothing between the two components.
Is there power coming out of the relay for that wire ?
The b/w wire is power from the same fuse the shift selector switch is powered from. The red is power from the shift selector and the w/r is ground from the computer.

Why does my 2000 chrysler cirrus not have brake lights? have changed fuses and bulbs

I would say it is your break switch. It is located under the dash, above your gas and break pedal. This will solve your problem my friend.

Why does my 2000 Chrysler Cirrus blow the fuse for the brake lights every time I hook up the trailer ?

The wiring harness to the lights on the trailer might shorted somewhere. Trace the wires to the lights looking for a bare spot or chaffed area.
