Chris, fuse could be down under the dash to the left kind of near where your left knee would be when you are driving or under hood (engine compartment) in the fuse/relay center.
It could also be faulty flasher, wiring, etc

The red-blue wire is a direct link between the relay and the lights, there is nothing between the two components. Is there power coming out of the relay for that wire ? The b/w wire is power from the same fuse the shift selector switch is powered from. The red is power from the shift selector and the w/r is ground from the computer.
