SOURCE: can't find fuel filter
The fuel filter is located above the rear axle on the driver's side. The easiest way to replace it is to break the fuel line nut loose on the side nearest the wheel and screw it all the way off (you may have a small amount of gasoline come out of the filter, so have a container handy). Then break the fuel line nut loose on the inlet side (farthest away from the wheel well) by using your wrench to turn the entire fuel filter using the nut that is part of the filter on the side nearest the wheel well. Reinstalling the filter is just the reverse of this procedure. Be sure to check that the O-rings inside the nuts are good and don't overtighten the filter or you might cut the O-rings and the filter connections will leak

I had this exact same problem and the cable was broken. There is a way to get it open by going through the wheel well. Let me know if this is still an issue for you and I can walk you through it. Thanks!
