Try replacing the fuse, on the 2004's the number 14 fuse supplies the sunroof and cluster (gauges), etc. Not sure if the number 14 fuse supplies the same things on your 2000 dodge but worth a try. If you have a manual it will tell you. This will more than likely be your problem if not let me know. To locate the #14 cavity remove the cover to the fuse box and look on the underside of the cover to find the location.

unscrew it out of the thermostat housing and screw a new one in. make sure cars not hot when you do this.

this car requires around 30 minutes on the battery disconnect, if you the horn honks on reconnection you have reach the default setting
