Have you thought that the new pump may not produce enough pressure, I have been involved in may repairs where a new part was the issue.

my solution is for all cars and not specifically for a camry.
remove the positive wire of the battery.
remove all the wires attached to the starter.
take note on where you took them off.
remove all the bolts holding the starter.
remove the starter.
do the reverse on installation.
last thing to do is put back the positive wire of the battery.

Look closely at the cover. You will see a small slot. Insert a small flat blade screwdriver, and pry it off. Very easy..

It could be the relay, which is a yellow box located under the carpeting in the trunk on the left side. It is a problem common to your model. Also, check the brake switch's (behind the brake pedal) functionality (12V present with key at ACC or ON and continuity between wires when button engaged).
