Car got 3" of water in passenger compartment. Started up and ran. Afterwards, seats started moving by themselves with drivers seat all the way laid back. Car has no electrical signal when key is in ignition. Battery is charged but nothing happens when ignition key is turned on. Nothing works.

I am not familiar with the machanics of this car, but just one click is either a starter or a starter solenoid. As this may be a Ford derivative, solenoid is probably remote, between the battery and the starter. Remote type, usually mounted on inside fenser wall, have large gauge wire from battery to one side and a large gauge wire from the other, with small wire(s) for starting cicuit - check connections for small wires first with cleaning and reattaching. Solenoid itself can go bad, can test by jumping across from large post to large post (CAREFULLY); if car starts, then solenoid is bad.

Can't get the drivers seat to move, could it be a fuse and where would that fuse be located?

Fuses are located on the drivers door jamb and in the engine compartment. See your manual. If the passenger seat is power and it works, then your problem is not a fuse but a switch.

I am assuming the water comes in when it rains.
Could be the trunk gasket or the tail light.
You may need a body shop to find the leak.

Airbag warning light problem

there can be few reason for this. what we can be sure is there is nothing related to starting systems.

there are several sensors for SRS systems. accordign to design of cars, adjustable seats has sensors for impact, position, seat belts, weight sensor for passengers etc. if one is broken or conneciton is loose this kind of errors can occur. try to reet it or ask dealer to reset it and check for error. i am sure this is a kind of socmket problem. once i own a bmw. when i moved the drivers seat back it cracked somethign under seat and airback light lit. i checked under seat and found that a clip belongs to SRS system was broken .fixed it by solderin wires back and reset light. that is all.

about hard starts, this is generally becasue of broken crack position sensors and intake air temperature sensors.(you need to be sure that your injectors are clean and intake position sensor is operational)

I think you have a short in the seat motor. Doublecheck circuit breaker for electric seats. It has a reset button on it. Perhaps it has tripped. If yes, need to find short in seat.

It means you have high resistance in the drivers or passengers side air bags... Heres the deal. check if the vehicle has side airbags usually noted on the side of the seats with the word air bag.. if there are no side air bags in the car than someone has put the wrong module in the vehicle. If it has side air bags go under the seats and check all electrical connectors to see if wires are broken or anything is unplugged. sometimes they unplug themselves from moving the seats or putting things under the seats.

Need to move front passenger seat much further back

the only way to do this is to take the seat out remove it from the rails take the rails to a machine shop and have them weld on extensions for the seat to slide on. you will also have to remove the rear seat stop so it will go further back and have them make catches in the extension for the seat to catch onto.
