This is cuased by the multifuntion switch that is located on the steering column. It is the swith with the headlight dimmers on it.

Did all these problems happen all at one time?? If so you may have a bad body ground. Try running a electrical wire from the (-) negative side of the battery to the body and see if this works. Be sure this wire is to a place with no paint as low voltage electricity will not flow through paint.
A). If not try replacing the turn signal flasher for the turn signal problem. This is usually the culprit and it's easiest and cheapest to replace. The turn signal flasher will be found under the driver side dash next to the hazard flasher. Turn the hazard flasher one to locate it. If you want try swapping the turn signal flasher with the hazard flasher to see if this fixes it. They are the same style flasher.
If this doesn't work you may a faulty turn signal switch or some wiring issues.
B). It could as simple as the head lights bulbs need to be replaced, it's rare but I have seen when both bulbs blew at or near the same time. If your able check the voltage at the head sockets.
C). Could be a bad blower motor or switch. I'm not sure if these models have a resistor block or not. The resister block controls the electrical current going to blower motor which controls the speed of the blower fan.

I would check for a possible defective multi-function switch. (Turn signal switch)

My story Dealing with Dodge
I had a 1994 Dodge Ram. The Red Dodge Ram I had it malfunctioned and my brake became the throttle.
I had to put the truck in reverse then park. to stop, after it was out of control at 80 mph a hill slowed us down. Are you sure
its not electrical and the curse control is not giving you trouble?
Mine had multifunction switch was not working and the headlight switch burned up. I also found out that Audi had problem with the brake becoming the throttle
in the 1980s Daimler Chrysler and Audi were German made. I don't think
there is an easy answer. I hope you stay safe. Another man is having
strange trouble also. I'm sure there are many more people with trouble
with the vehicles. I wish Dodge would step up to the truth. and recall
their nightmares. I saw many of their 1996 Dodge trucks at their
dealers shop with all the electrical pulled out.

If the ground is good I would take a careful look at the light socket itself. There may be corrosion inside or on the power wire where it goes into the socket or it may just be making poor contact.
You can get a replacement one at any auto parts store. The last one I got was about $10. Get some heat shrink tube to cover your splices, it does a much better job of sealing the splice than tape. Hope this helps.
