not necessarily, its actually a good idea to replace rotors or at least get them serviced due to the fact that they arent built to last forever. if the car is a 97 it probably just had rusted or even bent rotors. if at all possible see if you can get a mechanic to check out the surrounding parts to see if there is any unusual wear done to them.

to change the coolant in any engine you need to firstly remove the bottom radiator hose when the engine is cold not when the engine is hot and drain the whole system.
You then need to get some coolant from your local supplier and it will tell you on the container the proper ratio of water to cool it. Once you have put to cool it in top up the system with clean water.Regards

You need a special tool that slides down the side of the head rest shaft and release the spring clip retainer.

Sounds like the cable is broken. Pull the hand brake on as hard as you can and hold it on then try to move your car, if the car moves easily you have nothing to hold the pads onto the rear discs. Cheap fix for local mechanic.
