According to the 2007 Ford Focus Owners' Manual (pg 157), Fuse 61 on the passenger compartment fuse panel is for PATS (perimeter anti-theft system) and the instrument cluster.

From the manual (pg 154), "The fuse panel is located below and to the left of the steering wheel by the brake pedal. Remove the CD stowage box to access the fuses. To remove a fuse, use the fuse puller tool provided on the power distribution box cover located in the engine compartment."

There are fuses for the radio in the fuse panel inside the car. The fuse panel is located below and to the left of the steering wheel by the brake pedal. Remove the CD stowage box to access the fuses. Fuse number 31, 20 amp, fuse 57, 7.5 amp, radio and cluster (accessory), fuse 62, 7.5 amp, Radio (Start). There is a Subwoofer fuse in the Power Distribution Box, number 11, 30 amp fuse.

The fuse for the cig lighter is located in the fuse panel located inside the vehicle Location disciption below). The fuse you are looking for is in the number 47 position and should be a 20 amp fuse (see other picture below). This should be in your owners manual if you have one.
