First guess is the blower is bad. Second is the resistor for the blower. (Note.. usually the resistor will let a different speed of the blower work). Third would be the heater/A/C control in the dash. The control is the least likely, but they do die sometimes.
Check your blower connection.
Check the fan relay.
Check you fuse block

The two answers below obviously do not know the specifics of the S-type. They are providing generic guesses, neither of which are helpful. The S-type for MY 2000-2002 uses a Ford type electronic blower speed regulator (resistor), the same as used on the Lincoln LS. It would be really helpful if someone could post a photo showing the location of this component.
