I have a 98 Ford Explorer with a headlight issue, they wont shut off unless I unplug them or disconnect the battery. I have pulled all the fuses and relays but they stayed on. I haven't changed or added anything new to the truck. Any help would be great.
Headlight switch? Headlights don't use the fuse panels. Is there a delayed off for the headlights? If so, this module might be defective.
Testimonial: "Actually Fred, there are 3 fuses in the fuse panel and 1 under the hood that affect the headlights. I removed the 1 under the hood, which was for the Fog lights and the Daytime Running Lights (15amp), and the headlights went out. After replacing it the lights are working normal again."
Most probably your Headlight Switch may have stuck! You should try to press it, if it doesn't work, you should take it to Authorized Service Station.
Testimonial: "I have tried that and even removed it and all fuses and relays and they stayed on."

either the headlight relay is stuck on. or the daytime running light module or relay is bad. to confirm find the relay center and switch the headlight relay out with another relay with the same part# on it. there should several in the relay center with the same part #. If this fixes the problem get a replacement relay. if not try switching out the relay for the daytime running lights. if no dice then unplug the daytime running light module.

Take a look at this link regarding DRL system. I know it's not exact truck but most of it would apply to yours too. It should give you hints on what to test & how.

The headlamp switch will cause the lamps to turn off. The switch heats up and turns the headlamps off. It will cool down and work for about 10 minutes and cut out,

it sounds like your lighting module got wet. it may dry out, or you may need to get a new one.
