You do not say what design 3 series; but for E36 with electric seat adjustment, Odometer Gears (link below), makes replacement gears for the electric seats for approximately $40 each. This is the part that typically wears/breaks for seat reclining.

I had the same problem when I first got my 2003 also. I played with it for a while and kept pushing down the levers on both sides and it finally caught. I haven't had a problem since.

I TAKE IT YOU CAN'T USE TILT ON YOUR SEATS MOST LIKELY TO BE BROKEN CABLES YOU WILL REQ CABLES & BOTH SEAT HANDLES TO DO JOB OULD NOT RECOMMEND IT THOUGH AS ITS A PAIN OF A JOB TO DO.RECOMMEND BOOKING INTO LOCAL FORD DEALER AS THEY PROBABLY HAVE PARTS IN STOCK.

Take the seat out and turn it over, to see if the gears are stripped, or if something simply became unattached.
It is needs expensive parts, consider a junk yard, or if really desperate, steal them from the passenger seat. Worst case, just lock it into one position that is best for you.
