Your problem is the air pump is pumping air into the exhaust at the wrong time. As far as the dealer telling you it cannot be fixed, tell him to close down, sell his tools and buy a frankfurter cart! The problem is determining which component is failing. Because of the backfire, I would say the pump is good but the device that regulates the air flow or the device that monitors the airflow is faulty. These items can be checked and repaired by any competent technician. I do not think you can do it without a diagnostic scanner and knowledge of what the data should be. I'm sorry but you have to find a good mechanic.

probably cause by the a/c cutting in and out or running at idle . Fit an idle compensator to the system throttle or raise the idle speed 300rpm.

Hold the idle at 2000 RPM for 2 minutes then drop it to 1500 for 2 minutes and then 1000 for 2 minutes, then let it return to idle for 5 minutes. Full relearn requires some driving as well, mixed low and highway speed and idle time.

That's s failure of the secondary air pump. It'll have to be changed. It's an emissions component meant to help with cold start emissions. It won't cause engine running trouble but at inspection time you'll fail for smog. Change it before then and you'll be fine.
