The blinker periodically stops "clicking" after it is turned on despite the fact that the green light is flashing. This can happen at any time the car is being driven. Any ideas?

Airbag light on or airbag light flashing? ... My 05 Elantra's air bag light flashes 5 or 6 times, then turns off and the Passenger Airbag Off light ...Missing: saturn ‎vue

While trying to start my 2008 saturn vue, the key turns but nothing happens and then it locks up the ignition, no power to electrical system either.
Sounds like a insufficient ground situation. Start out by cleaning your battery connections. You probably have a ground wire that is responsible for several circuits, not connected securely to the chassis. This could be under the dash. You may have to consult your wiring diagram on your vehicle.
HARD CORE.....ELECTRICAL TROUBLESHOOTING....PERIOD! FIRST CHECK THE UNDER HOOD POWER DISTRIBUTION BOX FOR ANY BLOWN "MAXI-FUSES, OR CIRCUIT BREAKERS. OTHER THAN THAT THE CONCEPT IS SIMPLE...THE FIRST PLACE YOU DETECT POWER, AND THE LAST PLACE YOU DON'T! DO NOT JUDGE FUSE CONDITION ON "LOOKS" REPLACE ANY IN THE CIRCUIT
there are two things that cause this clicking noise u hear, one and most common is the hazard flasher relay switch assmbly, they also say in a factory bulletin the turn signal switch on the steering column can cause this, any GM dealer should be able to order these parts for you.

look under seat and check wiring and connections if good check power to the switches and test power to the motor- repair or replace damaged or burnt out part
You need to check your left side turn/park lamp bulbs for correct part # & installation.If that checks out you deffinetely have a ground problem.When you have other lights blinking with you turn signals you have either a bulb incorrect or a bad/poor ground.If bulbs check out check your forward lamp harness ground.Hope this helps
