Stopped vehicle & shut it off locked doors went back to get item I forgot opened door & horn started blaring. when it stopped I tried to restart horn comes on & vehicle willnot stay running.
Could be a wire touching ground somewhere. Sometimes in the steering wheel or maybe in the horn itself. Also the horn relay could have bad connections or the relay internal wiring.

if you can opperate the latch use something to make sure the jaws are open should close then or try adjusting the latch or post the trouble with it opening in the first place may have been a miss adjusted latch this also may be why it wont close

It's the " clock spring " . Dodge has a lifetime recall / replacement on this part. Somehow it controls the air bag and is tied into the horn and cruise control .

i have replaced many sliding door lock actuators on these vehicles..dealer part..mostly on passenger side sliding door..also possible you have a broken wire in door track harness..follow wiring from door into what looks like a plastic chain in door track at door opening

This means that the programming of the Transponder Key has been corrupted or the Programming data of the Key in ECU ( Electric Control Unit ) has been lost or not responding. You now have to get a new Transponder Key. You can get it on E-bay for $30. After you receive it, reprogram the car to the New Transponder Key to the ECU ( the process in usually given in the instruction manual or in the Service Manual ). Then the car will start perfectly.
