Maybe you have a bad speed sensor, its a shot in the dark but that sensor controls a lot of functions like the ABS, speedometer, check engine light can come on, automatics will shift hard or may not shift at all, o/d will flash. The video below shows a 1999 ford ranger automatic but if you check you might have the same sensor.
Normally you cannot reset the light, it is telling you there is a malfunction in the ABS system.

TEST B: BATTERY VOLTAGE OUT OF RANGE - DTC B1676
1. Check if vehicle has been jump started within past 2 weeks. If vehicle has been jump started, ABS is
okay. If vehicle has not been jump started, go to next step.
2. Using DVOM, measure voltage between positive and negative battery terminals. If voltage is 9-19 volts,
go to next step. If voltage is not 9-19 volts, diagnose charging system. See appropriate GENERATORS
article in STARTING & CHARGING SYSTEMS.
3. Turn ignition off. Disconnect 25-pin ABS control module. Install EEC-IV 60-pin Breakout Box (014-
00322). Turn ignition on. Measure voltage between breakout box terminal No. 20 and ground. If voltage
is more than 10 volts, go to next step. If voltage is less than 10 volts, repair Light Blue/Pink wire between
ABS control module and instrument panel fuse panel.
4. Turn ignition off. Measure voltage between breakout box terminal No. 25 and ground. If voltage is
greater than 10 volts, go to next step. If voltage is less than 10 volts, repair Red wire between ABS
control module and power distribution box/engine compartment fuse box.
5. Measure voltage between breakout box terminal No. 9 and ground. If voltage is greater than 10 volts, go
to next step. If voltage is less than 10 volts, repair Yellow/Light Green wire between ABS control module
and power distribution box/engine compartment fuse box.
6. Measure resistance between breakout box terminal No. 8 and ground. Also, measure resistance between
breakout box terminal No. 24 and ground. If both resistance measurements are less than 5 ohms, replace
ABS control module and repeat self-test. If either resistance measurement is greater than 5 ohms, repair
suspect Black wire between ABS control module and ground distribution.
NOTE: DTC B1676 will set if vehicle has been jump started.

SOURCE: need step by step on how to bleed hydrolic clutch on a 1996 ford ranger
First remove the clutch reservoir top. Make sure the rubber stopper/bladder is in the cap when removed. Next locate the clutch line that goes into the tranny just aft of the bell housing. There should be a bleed screw, if so open it slightly. If no screw, than loosen the line where it attatches in. Next fill the clutch reservoir and watch till it leaks out on the tranny end. Once thats noticed, close the screw/line and recap reservoir. pump clutch pedal, and repeat bleed steps at least once more to ensure all air is out. remember to fill clutch fluid up to operating levels.

SOURCE: ABS Light / Sensor on 1996 Ford Explorer
the rear one is a single sensor and is located in the top of the rear differential , unplug it and take the retaining bolt out and it pops straight up out of the differential. the front has 1 for each wheel, and is located on the backside of the wheel hub. take the tire off and look on back side of hub it should be the only sensor thare and is anchored with one bolt then just fallow the wire to its disconnect point. this vehicle is known to have problems with the rear sensor so i would replace it first and see if this fixes the problem
SOURCE: 1996 Ford Explorer XLT abs light comes on on
The ABS light is for the Anti-lock Braking System. The MIL will illuminate if there is a difference in wheel speed sensors signals to the PCM. So you might have a wheel speed sensor that is going out on you. Does the light come on at low speeds, or just higway speeds? You could take the vehicle to a local parts store and have them pull the codes for you and that will tell you which speed sensor is out of whack. Also road grime, dirt and gunk buildup can cause speed sensors to give false readings. Hope tihs helps you out.......
