I'm not sure I follow you here. A 12 volt battery does not have enough voltage to shock you. You may be getting a static electricity discharge. Usually this will or can occur in dry climates or when humidity is low. The vinyl interior is a good insulator and if you wear nylon or polyester you will generate electricity so when you touch a door handle or lock and especially any metal.

You need to remove the carpet on the passengers side and check the wireing harness,take off the tape and visually inspect it.You are likely to find broken splices ,bare wires or wires shorted to each other or to ground.

that is an electrical problem there is a sensor malfuntion that is telling the onboard computer in the car that it is unsafe to drive even though it may be fine it is locking you out in park. it most times will do this if there is a short circit in the brake lights
