What causes the speed to fluctuate when you set the cruise control?

if it just started to happen you may have lost a magnet off the drive shaft. If it is a front wheel drive then you would have two magnets on the flywheel if you lost one magnet it would cause problems.
The other possible cause if the sensitivity setting is set too sensitive then the cruise control will surge .
Setting it lower will allow it to slowly respond to speed changes but if going up hill it will take a while to increase the acceleration . Or going down hill it could accelerate too much before the cruise control realises it is going downhill
Also a very wet road can cause the wheels to spin and cause the cruise control to lose the plot and accelerate to dangerous speeds.
I have had this happen to myself once so be wary of cruise control use in wet conditions.

When cruise control is on and is going up a hill the car sputters

It may be a coil failing. Check related wiring harnesses for the ignition system. Look for damaged wires and loose or corroded connections. Without proper test equipment it will be harder to identify. You can try removing and inspecting the spark plugs. With some luck you might notice one that is black or wet (at the electrode). Honestly it would be a good idea to have the codes read. If you go to Autozone, they will read them for free but the engine has to be on at the time that they read it. Since this should still be under factory warranty I would check with the dealer first. Could need to have the computer re-programmed.

2010 Nissan Pathfinder Cruise Control issues

First I'll assume you haven't read the owners Manuel, Cruise control is not perfect on any vehicle. if coming to a hill put foot on gas to help rpm, going down hill put foot on brake to keep same speed, cruise control operates off of engine vacuum. Speed sensors can be affected by putting on smaller or bigger tires than what is on drivers door.

Cruise control will not maitain the speed it is set on. going up a hill it gets slower and going down a hill it gets faster

My experience is that cruise control works on level roads, uphill you have to control speed yourself same for downhill. Exception is very powerful cars. Did it maintain speeds before? (uphill + downhill)

Engine sputters like it has bad gas

Firstly check for any air leaks or split pipes under the hood you can normaly hear them sucking. Air leaks can make the car run lean but usually will also make the car run rough or nealy stall when going from cruise to idle.
Sounds like it might be bad oxygen sensor(s) they are used to sense the fuel mixture if they go bad the car can run lean or ritch. This can be confirmed by taking it to a mechanic and reading off the ecu codes (or you could invest in a device for doing this). That will confirm before investing in new sensors.

Stalls at low speed when in cruise control

You sould have recieved a "recall" notice in the mail about the cruise control for fire and failure issues. they are adding a fusable link where the cruise control harness connects to the brake master cylinder. if you have not had the recall performed yet you should SERIOUSLY consider getting it done, mainly so it doesnt catch fire, but "could" be the result of the failure you've been experiancing! btw, almost ALL Ford vehicles have been affected with the cruise control recall. hope this helps!

2009 Toyota Camry problems

All Toyota auto trans cars downshift when descending a hill when you tap the brake. This is called "Downhill Shift Logic"; what this is for is to eliminate the double shift when you come to the bottom of a hill and then accelerate. Normal condition. Usually happens above 38 MPH.
Also: The cruise will accelerate when going uphill. Normal condition.Plus: The cruise will not disengage back to the set MPH after you top the hill. Toyota recommends to disengage the cruise when encountering steep terrain.
