SOURCE: cruise control fails to engage on '03 ford sport trac
Th is is how I fixed mine! Down on the brake pedal there is a small plastic box about 1 1\2 * 1 1\2 in size. It's called the brake stop light, I think. This part disengages the cruise when the brake is pressed. Not sure on it's other uses! Remove the clip from the part where it attatches the the pedal. For more working room you can remove the plastic keeper. The box has three keepers on it. Pry them out gently to remove the top. Two of the copper pieces inside will have contacts on them about the size of a match stick head. Take them out and clean them with an eraser. This solved my problem, I hope it solves yours. The cruise control should have a fuse in the interior fuse block, and a larger fuse and/or relay under hood in the relay center block. Test them with an automotive test light (You can purchase these for anywhere from $5.00 to $50.00 depending on the quality you want and the place of purchase).
If you find a bad fuse or primary fuse, obviously those need to be replaced. Relays can't be tested readily using the light. Unfortunately the simplest method for finding out if a relay is bad is to replace it. The relay for that cruise runs between $15.00 to $20.00 depending where you purchase.
Let me know how it goes and we'll see what more we can do!

Try pulling up the brake pedal with your foot,Sometimes your brake doesnt come back all the way,and the brake switch keeps the cruise from working. Also, check the fuse.If those answers dont help,It could be the swith itself is bad. Those can be bought at a parts store.
SOURCE: how do i use cruise control on focus
Hello,
First the vehicle has to be operating at least 35mph. There will be two sets of switches, one set is to the left and the other set is to the right of the horn on the steering wheel. The switches on the left will be labeled on/off, the ones on the right we be labeled Coast/Accel/Resume..
At a steady highway speed press the ON switch, (at the left hand side of the horn) This will activate and turn the speed control system ON...
Then you have to set and adjust your desired speed...
To SET YOUR DESIRED speed , press and hold the accel switch (Right side of Horn) until your desired speed has been reached and then release the switch.. Speed control will now be on, activated and set, you will be in cruise mode..
If you need to coast due to possible traffic, press and hold the coast switch as long as you need to.. This is like taking your foot off of the accelerator pedal.. When you let go of the coast switch you will return to you set cruising speed.
Stepping on the brake pedal at any time will deactivate the system.. If you step on the brake, and then want to return to your previous set cruising speed... All you have to do is press resume...
I hope this has helped you? You can find detailed speed control activation instructions in your 2005 Ford Focus Owners manual.. If you did not receive your owners manual when you bought the vehicle.. You can purchase one at your local Ford, Lincoln or Mercury dealership..

If the cruise lamp comes on and the cruise does not set i would advise inspecting the cruise cable and make certain it is not broken, if ok the the servo has likely failed.
